Thessaloniki European Council (Thessaloniki, 20 June 2003)
Image On 20 June 2003, during the Thessaloniki European Council, Valéry Giscard d’Estaing, Chairman of the European Convention on the Future of Europe, submits the draft Constitutional Treaty to the Heads of State or Government of the Fifteen. The final version of the draft will be adopted on 10 July and presented to the President-in-Office of the European Council in Rome on 18 July 2003.
