In his editorial of 10 December 1969, Emanuele Gazzo, Editor-in-Chief of Agence Europe, bemoans the lack of ambition displayed by the Six during the Hague European Summit of 1 and 2 December 1969 with regard to the strengthening of the powers of the Community institutions.
