Text Le 24 décembre 1948, le bureau des Relations du Commonwealth adresse à Terence Allen Shone, haut-commissaire du Royaume-Uni en Inde, un télégramme dans lequel il rend compte des conversations avec le haut-commissaire de l'Inde au Royaume-Uni, Vengalil Krishnan Krishna Menon, sur les futures relations entre l’Inde et le Commonwealth. La principale question qui se pose est celle de l’allégeance de l’Inde à la Couronne britannique.
