Le 11 juillet 1961, Lord Perth, ministre d'État britannique pour les Affaires coloniales, et les représentants politiques des Indes occidentales publient une déclaration commune sur les discussions relatives aux conséquences économiques pour le Commonwealth d'une adhésion du Royaume-Uni au Marché commun européen.
