Le 9 novembre 1943 à Washington, les représentants de quarante-quatre pays réunis à la Maison Blanche signent l'accord créant l'UNRRA, l'United Nations Relief and Rehabilitation Administration, ayant pour vocation de coordonner l'aide destinée aux pays dévastés par la Seconde Guerre mondiale.
