On 4 November 1949, meeting in Paris at the French Foreign Ministry, the Committee of Ministers of the Council of Europe adopts a resolution which postpones Austria’s accession to the Council of Europe until the Austrian State Treaty is signed and occupation forces withdraw from Austrian territory.
