Texte Le 11 mai 1950, James E .Webb, secrétaire d'État américain par intérim, se félicite du projet du ministre français des Affaires étrangères Robert Schuman de créer un pool charbon-acier par la mise en commun dans un premier temps des industries françaises et allemandes du charbon et de l’acier.
