Texte In its regulation (EC, Euratom) No 99/2000 of 29 December 1999, the Council of the European Union seeks to promote the transition to a market economy and to reinforce democracy and the rule of law in the partner States in Eastern Europe and Central Asia through the Community’s TACIS programme.
