Text On 1 December 1963, the French daily newspaper Le Monde considers the complex nature of the forthcoming tariff discussions between the European Economic Community and the United States in the context of the ‘Kennedy Round’ Conference, due to begin on 4 May 1964 at the GATT’s Geneva headquarters.
