Text On 16 and 17 May 1952, the Consultative Assembly of the Council of Europe debates British proposals whereby the European Coal and Steel Community (ECSC), the future European Defence Community (EDC) and any other specialised European institutions which might be established would operate under the aegis of the Council of Europe (Eden Plan).
