Text In December 2002, the German monthly news magazine Europäische Zeitung recalls the establishment of the European Council in 1974 by Valéry Giscard d’Estaing and Helmut Schmidt, as well as highlights of the meetings of Heads of State or Government, from the Dublin Summit held in March 1975 to the Brussels Summit held in October 2002.
