En février 1950, le Français Léon Blum, ancien président du Conseil des ministres et président d'honneur du Mouvement européen, relate les raisons de certaines lenteurs du processus d'intégration européenne et souligne l'importance d'associer le Royaume-Uni à la réalisation d’une Europe unie.
