Memorandum from the German Government on further integration (Messina, 1 June 1955)
Text On 1 June 1955, the first day of the Messina Conference, the German Government submits a memorandum to the representatives of the other Member States of the European Coal and Steel Community (ECSC) in which it recommends that the ECSC’s sphere of activities be extended by using methods close to intergovernmental cooperation.
