In this interview excerpt, Adrien Meisch, Director of the Political and Cultural Affairs Directorate in the Luxembourg Foreign Ministry from 1968 to 1971, explains how during this period he was a member of the committee composed of the political directors of the Foreign Ministries in the six Member States of the European Communities. This committee, chaired by Étienne Davignon, Director-General for Policy in the Belgian Foreign Ministry from 1969 to 1976, was set up to draft proposals for greater cooperation between the Member States of the European Communities in the field of international policy. The work of the committee resulted in the Davignon Report in 1970 and in the establishment of European Political Cooperation (EPC).
