Le 8 mai 1948, Lady Priscilla Grant of Monymusk, député conservatrice britannique, propose aux membres de la commission économique et sociale du congrès de l'Europe à La Haye la création d'un comité chargé d'organiser l'émigration européenne et attire l'attention sur l'urgence de la situation des personnes sans logis.
