Text Réunis à Helsinki les 9 et 10 juillet 1992, les chefs d'État ou de gouvernement des États participant à la Conférence sur la sécurité et la coopération en Europe (CSCE), se montrent préoccupés à l'égard des nouveaux conflits qui menacent la stabilité de la nouvelle Europe et décident de développer davantage les structures qui permettent d'assurer la prévention et la gestion des crises dans la région de la CSCE.
