Suite à la demande d'adhésion du Royaume-Uni aux Communautés européennes, Michael Stewart, ministre britannique des Affaires étrangères, prononce, le 26 avril 1968, un discours au Conseil de l'Union de l'Europe occidentale (UEO) dans lequel il fait le point sur les relations entre son gouvernement et les autres organisations et États européens.
