Le 27 février 1961 à Paris, le Britannique Edward Heath, lord du Sceau privé, tient au Conseil de l'Union de l'Europe occidentale (UEO) un discours dans lequel il pose les conditions du Royaume-Uni à une coopération entre les Six (Communauté économique européenne) et les Sept (Association européenne de libre-échange).
