Text In September 1965, commenting on France’s decision not to take up its seat at the Council of Ministers of the European Communities, Jean-Charles Snoy et d’Oppuers, President of the Royal Institute for International Relations (IRRI) and former President of the Belgian Delegation to the Val Duchesse Intergovernmental Conference on European revival, speculates on the real chances of pursuing the European Community without France.
