Text On 14 December 1995, Jean Videnov, Prime Minister of the Republic of Bulgaria, forwards to Javier Solana, Spanish Foreign Minister and President-in-Office of the Council of the European Union (EU), a letter in which he officially submits Bulgaria’s application for accession to the EU.
