Background note by the General Secretariat of the Council of the EU on the operation of the European Council (November 2009)

In November 2009, in anticipation of the entry into force of the Treaty of Lisbon on 1 December, the General Secretariat of the Council of the European Union publishes a background note on the organisation and operation of the European Council and outlines the duties of the President of this new institution.
