Text In his memoirs, Alain Peyrefitte, former French Information Minister, recalls how General de Gaulle revealed to him the underlying aims of the memorandum which France sent to its allies on 17 September 1958 with a view to establishing a Directorate whereby France, the United Kingdom and the United States would be at the head of the North Atlantic Treaty Organisation (NATO).
