On 8 May 1948, Lady Priscilla Grant of Monymusk, British Conservative MP, proposes to the members of the Economic and Social Committee at the Congress of Europe in The Hague that a committee be set up for the organisation of European emigration and draws attention to the desperate situation of the homeless.
