Text On 17 November 1992, Jacques Santer, Luxembourg Prime Minister, delivers an address to the KPMG Fides Forum in Zurich on the future role of the European Union (EU) in which he focuses on the establishment of the Common Market, the common foreign policy of the European Union and Economic and Monetary Union (EMU).
