The introduction of common policies


The first steps taken by the new European Economic Community (EEC) were encouraging:


– the Treaty establishing the EEC provided for a transitional period of twelve years in which to abolish customs barriers between Member States and to adopt a common external tariff. This objective was attained in 1968;


– the introduction of a common agricultural policy (CAP) was to take place gradually.


A transitional period was to allow those countries whose agricultural industries were not yet as efficient as those of their partners to close the gap with the help of an adjustment scheme.
