Text On 24 April 1970, in anticipation of the forthcoming meeting of the Werner Group, Hubert Ansiaux, Governor of the National Bank of Belgium, sends a technical note to Pierre Werner, Luxembourg Prime Minister and Finance Minister, on the workings of a European exchange regulation fund.
