Négocié à Vienne dans le cadre de la Conférence sur la sécurité et la coopération en Europe (CSCE), le traité sur les forces armées conventionnelles en Europe (FCE) est signé en marge du sommet de la CSCE à Paris le 19 novembre 1990 par les 22 États membres de l'Organisation du traité de l'Atlantique Nord (OTAN) et de l'Organisation du traité de Varsovie.
