Text On 18 November 1989, during a press conference held at the close of an informal meeting between the Heads of State or Government of the Member States of the European Economic Community (EEC), François Mitterrand, French President and President-in-Office of the Council of Ministers of the European Communities, outlines the aid plan approved by the Twelve for the countries of Eastern Europe.
