Text On the day before the High Authority of the European Coal and Steel Community (ECSC) in Luxembourg takes up its duties, the Luxembourg daily newspaper Luxemburger Wort publishes an article by Albert Coppé, Vice-President of the High Authority, in which he outlines the economic and social role of the Schuman Plan.
