Video In this interview excerpt, Jacques Delors, President of the Commission of the European Communities from 1985 to 1995, reaffirms his belief that the concept of differentiation, or enhanced cooperation — allowing some Member States to move further ahead or at a faster pace — stimulates the process of European integration, as with the Schengen Agreements or the euro zone, and could be used again to restore the balance of the economic dimension of EMU.
