Text In 2004, Herbert Tumpel, President of the Austrian Chamber of Labour, deplores the pursuit of a restrictive economic policy and tax competition which, in his opinion, precludes the establishment of a Social Europe that is capable of reducing the high level of unemployment in the European Union.
