Text On 12 January 1982, at a conference held at the Royal Institute for International Relations (IRRI–KIIB) in Brussels, Viscount Étienne Davignon, Vice-President of the Commission of the European Communities, stresses the importance of political cooperation in Europe as a means for allowing the Ten to respond effectively to international events.
