Council Joint Action 96/676/CFSP (25 November 1996)
Text On 25 November 1996, the Council adopts a Joint Action nominating a Special Envoy for the Middle East peace process. On the basis of this Joint Action, Miguel Ángel Moratinos becomes the second Special Representative of the European Union to be nominated by the Council.
