Le Conseil permanent est le principal organe permanent de l'OSCE chargé des consultations et de la prise des décisions sur le plan politique. Ses membres, les représentants permanents des États participants, se réunissent une fois par semaine au Centre de congrès de la Hofburg, à Vienne.
