Text On 9 July 1955, Walter Hallstein, State Secretary at the German Foreign Office, delivers an address to the Intergovernmental Committee established by the Messina Conference in which he sets out the position of the Federal Republic of Germany (FRG) on the implementation of the decisions adopted ten days earlier by the Six in Messina.
