Text On 23 April 1998, with a view to the transition to the third stage of Economic and Monetary Union (EMU) on 1 January 1999, Theo Waigel, German Finance Minister, delivers an address to the Bundestag in which he summarises the process of economic and monetary convergence between the Member States of the European Union.
