Text On 8 May 1948, Jacques Lacour-Gayet, member of the Economic and Customs Action Committee (CAED) and leader of the French Section of the Independent League for European Cooperation (ILEC), gives an address to the Economic and Social Committee at the Congress of Europe in The Hague in which he expresses his view that the convertibility of all the European currencies should incorporate a regional stage.
