Text On 17 January 1989, in an address to the Members of the European Parliament, Jacques Delors, President of the European Commission, refers for the first time to the establishment of a European Economic Area in order to provide a structure for economic relations between the Member States of the Community and those of the European Free Trade Association (EFTA).
