Implementation of the decisions taken at The Hague
At the end of the Hague Summit on 1 and 2 December 1969, the Six discussed how to implement the decisions they had taken. Whilst the Financial Regulation of the European Economic Community (EEC) caused no major disagreement, the Six found it difficult to agree on further political integration.
The proposals set out in the report drawn up by the Political Adviser to the Belgian Foreign Ministry, Etienne Davignon, were formally adopted by the Six on 27 October 1970. The notion of a permanent political Secretariat was never put into practice, however, because of the continued inability of the Six to agree on a suitable seat.
