Political cooperation


On 1 and 2 December 1969, the six Heads of State or Government meeting in The Hague decided to begin a discussion on the nature of the political objectives of a united Europe in the light of its initial enlargement. On 6 March 1970, they set up a committee consisting of the political advisers to the various Foreign Ministers. Chaired by the Belgian diplomat, Etienne Davignon, the committee’s task was to draw up proposals for deep political cooperation within the Community.
